Mobile Home Park Maintenance: What You Actually Own
In a mobile home park the operator maintains the land and everything shared — roads, water and sewer lines running to the lot, storm drainage, electrical distribution, lighting, trees, and common areas — while residents who own their homes maintain the structures they live in. Almost all of the operator's real risk sits underground, in systems installed decades ago that fail slowly and then all at once.

1. Who Maintains What
This table describes the common arrangement in a community of resident-owned homes on rented lots. It is a practical default, not a legal rule — the split that governs a particular park is the one written in its documents.

None of this is enforceable because it is customary. The split has to appear in the lease and be reinforced in the community rules, in specific language: which shutoff, which connection point, whose tree. In older communities, where the operator's responsibility ends is often genuinely ambiguous. Lines were run by people who are gone, records were never kept, and a shutoff that everyone calls "the lot valve" may sit two feet inside what the lease calls the resident's side. Establish this at purchase, while you still have leverage and an inspection window; the due diligence checklist treats it as a first-order question for exactly this reason. 2. The Systems That Actually Fail
Five systems produce nearly all of the serious work. Learning what each one does before it fails is the difference between a planned project and a weekend emergency with residents without water.
Two things are worth saying up front about cost. Nobody can tell you what any of this will cost from a web page, because it depends on material, depth, soil, access, the length of the run, and what the local regulator requires. And useful life is equally local: two communities built in the same decade can be twenty years apart in condition depending on what was installed and how well it was put in. Where a number matters, it should come from a contractor who has looked at your system, not from a rule of thumb.
Water lines
Age and material decide almost everything. Several piping materials used across decades of park construction are recognized failure risks, and a system of one material may have a long life ahead while a system of another is near the end regardless of how it looks from the surface. If you do not know what your lines are made of, that is the first thing to establish, by exposing a section rather than assuming.
The warning signs are pressure complaints that cluster in one part of the community, repeat repairs in the same stretch of line, wet ground or unusually green grass in dry weather, and — the most useful signal of all — unexplained consumption at the master meter. A master-metered community that suddenly uses noticeably more water without more residents is almost certainly leaking somewhere. A leak under a home can run for months undetected, because nobody sees it and, where the resident does not pay for water, nobody is motivated to look.
Sewer
Three failure modes recur. Root intrusion at joints, which announces itself as repeat backups in the same segment. Bellies — sections that have settled so waste no longer flows through them — which produce chronic slow drainage and eventually blockages that snaking will not permanently fix. And failing laterals between the main and the lot, often the oldest and most neglected pipe on the property. A camera survey tells you which of the three you have; guessing from symptoms usually does not.
If the community runs its own septic fields or a package treatment plant, add a regulatory dimension. Those are small utilities with permits, sampling and reporting obligations, and an agency that can compel work. A wastewater system failure is a major capital event rather than a repair, it usually arrives with a deadline attached, and it adds no income when it is finished.
Roads
Distinguish surface from base. Surface cracking, minor potholes, and worn seal are maintenance. A failed base — rutting, alligator cracking, edges crumbling away, potholes that reopen in the same place — is reconstruction, and resurfacing over it buys a season at most. The distinction is worth learning to make by eye, because contractors will quote whichever you ask for.
Nearly all road damage traces back to water. Water that sits at the edge, water that has nowhere to go after a storm, water entering through a crack and softening what is underneath. Repaving a road with a drainage problem repaves the problem. Fix the ditch, the culvert, or the grade first.
Electrical pedestals
Where the park owns distribution rather than the utility, pedestals are yours: the enclosure, the meter base, the breaker, the connections inside. They corrode, particularly at the base and in wet ground, and the exterior tells you very little — a licensed electrician opening a sample of them tells you a great deal. Capacity is the other question. Equipment sized for the homes of an earlier era may not carry what a modern home draws, and that constraint decides what you can put on a vacant lot as much as the lot itself does.
Storm drainage
The system that quietly causes the others. Silted ditches, crushed or blocked culverts, catch basins full of leaves, and grading that has drifted over the years all send water somewhere it should not be: into the road base, under homes, and into a sewer system that was not built to take it. Drainage is also the cheapest system on this list to keep working, which makes neglecting it the least defensible choice an operator makes. Walk the low ground during heavy rain at least once, and again after storm season.
3. A Preventive Routine That Fits a Park
A community does not need an elaborate program. It needs a handful of recurring looks, done on a schedule, at the things most likely to hurt you. The list below is short on purpose: a routine that gets done beats a thorough one that gets abandoned in the second month. Write down what you find each time, even when the answer is that nothing changed, because the value of these passes is the comparison between them.
- Monthly — read the master meter. Track consumption against previous months and against occupancy. A rise nobody can explain is a leak until proven otherwise, and this is the cheapest early warning you have.
- After every heavy rain — walk the roads and the low ground. Note where water stands, where the edges are washing, and which culverts are not flowing. Photograph it; the same spots will appear again.
- Before winter — clear the drainage. Ditches, swales, catch basins, and culverts cleaned out before freeze and before leaf drop finishes. This is the item most often skipped and most often regretted.
- Twice a year — inspect pedestals and lighting. A visual pass over every pedestal for corrosion, damage, and missing covers, plus a night drive to catch dark stretches of the community. Anything open or damaged goes to a licensed electrician, not to you.
- Before storm season — book the tree work. Limbs over homes and roads, leaning trunks, and dead wood. Arborists are busiest immediately after storms, which is the worst time to be calling.
- Annually — survey skirting and anchoring across every home. Missing or damaged skirting and absent or corroded tie-downs are compliance and wind-risk items. On resident-owned homes you are enforcing the rules rather than doing the work, so this pass should produce notices, not a work list.

4. How Requests Should Reach You
A park has many residents and one operator. Requests arrive by phone call, by text to a number someone gave out years ago, by note under the office door, and by being mentioned at the mailbox on a Saturday. Individually each is fine. Collectively they are unmanageable, because none of them can be counted, ranked, or proved later.
It also puts you at an information disadvantage in the one place you cannot afford it. Residents see the community every day. They know which lot floods, which stretch of road is breaking up, and where the ground has been soft for a month. That is a standing survey of your infrastructure being conducted for free, and most operators throw it away by receiving it in a form they cannot store.
Two things go wrong. The first is planning: without a record you cannot see that six requests this year came from the same stretch of sewer line, which is the signal that would have told you to camera it. The second is disputes. A resident says they reported the leak in March. You remember it differently. With nothing written down, that argument has no resolution, and it is the kind of argument that escalates.

5. Planning for Infrastructure
The large items on this page are capital events, not routine upkeep. Replacing a water system, rebuilding roads, or reworking wastewater arrives once in many years, costs a great deal when it does, and produces no additional income afterward — which is precisely why it gets deferred, and why a park with a long history of deferral hands the next owner a backlog rather than a clean slate.
Get your numbers from contractors who work on park infrastructure rather than residential ones. Distribution mains, laterals serving many homes, and pedestals feeding a community are not scaled-up versions of house plumbing and house wiring, and a quote built on the residential assumption will be wrong in both directions. Safety and licensing. Water, sewer, gas, and electrical distribution work requires licensed trades and is regulated at the state, local, or utility level in most places. Private water and wastewater systems carry permit, sampling, and reporting obligations, and the operator of record may need a specific certification.
